    If they can’t stop smuggling it’s because they are inept. It’s a prison. Change the rules so there is not outside contact, get more guards on patrol outside, look at staff who could be a source.

    If you can’t provide treatment it’s because you don’t want to.

      Here in Oregon, it’s almost always the guard staff that are the dealers in these situations. Pretty sure that was why Michael Francke was murdered, too.
