There may be existing infrastructure in place? But it only proves that heavy rainfall/climate change could overwhelm what was originally built so the gomen needs to further upgrade these along the way.
It’s inside someone’s farm, so it’s a private property and government can’t build any structure on it, it’s the farm owner’s responsibilty for that. Besides, before this incident there’s no law governing farm’s safety infrastructure regarding campsite.
