MOST countries enforce a neutral expression.
Driver’s license too, at least here in Canada
The person at the DMV was confused why I was staring blankly (actually not, just a neutral expression) when taking a photo for my license. She told that it’s ok if I wanted to smile. It’s weird how you’re allowed to have a non-neutral expression on driver’s licenses in the US.
They also let you just fill in whatever for height and weight, I’m surprised they even care about gender and age

The funny part is that this is an “unnatural expression” according to this gov website. I wrote it in the description but people seem to miss it.
Uhhh most passport or id photos must be Biometric meaning natural expression and no changes.
