    I’d assumed it was already legal - the Thais are very progressive with some stuff in this area.

      Nope, this is a common misconception. While they do appear to tolerate LGBTQ+ people more than other nations, Thai society is pretty conservative and is still behind most Western countries when it comes to gay marriage and laws to protect LGBTQ+ people.
