Kind of by design. Neoliberalism is not appealing to most people, as it only makes the rich better of. Facisim is the only thing, less appealing to a lot of people, but they get a lot of votes from the stuck up neoliberals. The way out of it is to offer a better alternative, but good luck with a first past the post system.
