It’s bc they repurposed a character to make tallies, rather than starting with a counting system. Everyone’s used to writing it, so changing the length of any stroke would make it look weird. It’d be like asking why lowercase k doesn’t have the strokes to the right starting in the center of the vertical line (like you’d see in uppercase K).
