Legal minimum for a full time UK worker is 28 days. Few companies offer more than the minimum. So account for the part time workers, and average probably is around 27.

Almost certainly public holidays are included in the uk figure at least. Legal minimum for a full time UK worker is 28 days. Few companies offer more than the minimum.
So account for the part time workers, and average probably is around 27.
