      likely the johns are doing the blind eye thing. Its the pimps that rape and beat them down to break them in or in some cases they likely have some clients who they know will pay to do it. I would say legalization of prostitution would get rid of the johns but damn not when the prostitutes are underage. It honestly reminds me a lot of the gangs. I lived in a pretty bad area and one thing that was surprising was the movies made the gangbangers out to be like high schoolers but what you really see is there are only a few criminal types that make it that far and then they are likely in for the long haul. Most high schoolers have enough sense to avoid it so they recruit from like junior high and younger.
