no. not using the flag as clothing or whatever is talking about an actual flag, not the design being printed and used whatever other way. it’s about changing/destroying an actual flag meant for flying as a flag and also only pertains to officials or orgs representing the govt. an individual citizen can do whatever they want with their purchased or homemade flags with the right of freedom of expression.
at least, for now.
