The “rules based international order” that choms likes to bring up so much is just a proxy phrase for “the american empire”. The “rules based international order” is run from washington the same way the Roman empire was run by Rome.
It is also an incredibly fashy phrase when you think about it closely.
He tends to use it ironically though
