Yes they are ignored, when you refuse to give a visa to someone that has been living for years in your country, paying tax and doing the work no one want to do, you are in fact ignoring them.
When you don’t have paper where I am from you can’t get a real job, you can’t rent a normal flat with a contract. You have to live without guaranties like knowing you will work tomorrow or if you are going to sleep in your appartment.
