It doesn’t happen consistenly but happens quite frequently. If you swipe to vote, it no longer registers the scroll. To get out of it, you have to either tap somewhere on the screen (which doesn’t register as a tap) or slight swipe to vote without actually triggering the vote. Then, scrolling happens normally.
