I have been playing around with Jami but it seems that the message delivery issue is still a problem.
I need something where you can place a call to a contact and it will ring on their phone. Simplex chat kind of works but it takes forever to go though due to the notification delay

What kind of compatibility are you looking for? Same 3rd party app on both ends or are you calling regular phone numbers?
Something like freepbx might work for you. That has a stiff learning curve if you don’t already know how to deal with SIP.
