i think he wants to have a party with the whole world. which is really dumb and also something that only a fully realized end of the series luffy could do. this ties into my theory that the one piece is indeed bink’s brew, it’s been sitting for hundreds of years, and roger laughed because he knew he was going to die before the drink was ready. 20 years too early.
I could get behind this. I can see the government trying to stop the world from having a huge party. they do it to us every damn day
