    The sanctions against Mendeleeva were enacted under the Global Magnitsky Human Rights Accountability Act, which targets individuals involved in serious human rights abuses and corruption.

    How about war criminals? Do you enact it against them? Or do you just send them more weapons for their crimes against human rights?
