      what logic is this? you realize that would just incentivize outsourcing the logging right? Also people tend to like having paper, which is rather difficult to get without cutting down trees.

        Yes I realize you would have to prevent the importation as well. At least ideally.

        The logic is to prevent the distraction of a valuable resource. One that is viewed as paper and lumber and not what it really is.
