There are actually a few enhanced vanilla type texture packs for PC - Vanilla Remastered that I am currently using but also Project Clarity and Skyrim Realistic Overhaul for example.
For perks I’m just using Full Magic Scaling this time. But I think you mean Adamant and I’m pretty sure it is still available for PC!
