Instead it means that “we predict 90% of the area covered by this forecast will experience rainfall at this time, but we don’t know exactly which 90%”
So y’all are pretty fucked unless it’s a 1hr 90% window surrounded by 0% windows, and you’re lucky enough to have the 10% with no rain include the track
