How so? It’s not a complex rule. It should mean there are very few cars at all in Paris, so it should be quite easy to enforce identification of the authorized ones.

A very large number of exemptions makes the rule difficult to enforce efficiently. For example, those who live or work in the concerned zone can still use their car however they want.

      From the official website:

Quelques exemples où l'on pourra se rendre en voiture dans la zone et y stationner
      - J’habite dans la zone
      - J'y travaille
      - J'y réalise des livraisons
      - J'y réalise une consultation médicale
      - Je vais dans un magasin/commerce
      - Je vais dans une galerie d’art
      - Je vais chez des amis
      - Je vais au cinéma
      - Je réalise une intervention/un dépannage professionnel

So, you just need to pretend going to the cinema or see an exposition to be able to drive there.

Yeah, that’s a bit over inclusive. These only apply to people living in the zone though, don’t they? In which case you’d likely have a pass or sticker.

No, if you’re visiting a friend or driving to a restaurant or shop, you are permitted to drive. The only act that is banned is using the road to pass through the area without stopping

There is likely to be modal filters that make it practically impossible for through traffic to use these roads effectively, and if actually just people with a destination in the concerned area drive into it because for everyone else it’s just a winding detour, it’s likely very good for traffic in the area. Seeing the bike infra progress in Paris over the last few years I do have some optimism that modal filters could be going up soon if they are committed to get rid of through traffic.
