As running, building an org is hard/takes time, but term limits mean they just slot in the face at the top. Longer terms with no limits but easier recalls would be better. As less time campaigning, but the ability to remove horrible people. Less campaigning means less need for big money.

I guess the elder reptilians at the top really just want to rot in Congress instead of getting a cushy consulting job after they hit the limit.
Term Limits are great for The Parties. As running, building an org is hard/takes time, but term limits mean they just slot in the face at the top.
