This is by Ward Sutton for the Onion, under the pseudonym Stan Kelly. He does a lot of these satire-of-conservatives cartoons.
I actually think it’s a spoof of his work, since I can’t find it along with the others, and it doesn’t have the Kelly signature in the corner. Could be wrong though.
