I will be building a deck with this. As a starting point I’ll use it to replace Roaming Throne in this list. But not being restricted to Humans will open up a lot of other replacement possibilities.
Just thinking out loud here, this list needs to be trimmed by about half but I think we want some combination of these creatures:
- Crawling Chorus
- Greedy Freebooter
- Lunarch Veteran
- Market Gnome
- Doomed Dissenter
- Elas il-Kor, Sadistic Pilgrim
- Fleshtaker
- Jadar, Ghoulcaller of Nephalia
- Mindleech Ghoul
- Norn’s Inquisitor
- Delney, Streetwise Lookout
- Werefox Bodyguard
- Preacher of the Schism
- Sanguine Evangelist
And Loran of the Third Path in the sideboard. We’ll keep Rite of Oblivion for removal and Corrupted Conviction as a cheap card-drawing sacrifice outlet. Nothing here costs more than 3 mana so maybe we can get away with about 22 lands.
It’s tricky because there are a lot of good creatures with triggered abilities that give them +1/+1 counters, but once you do that you immediately shut off the synergy with Delney.
I also really want to figure out how to break [[Circuit Mender]], and Delney might help with that, but I don’t know if this is the deck for it.

Assuming this doubles the ETB trigger of [[Mentor of the Meek]], do I have to pay the 1 twice?
Yes. Delney will double Mentor’s trigger as long as the Mentor’s power doesn’t get above 2 (the fact that the other creatures entering also have to have power <= 2 matters to Mentor but doesn’t directly matter to Delney).
When each trigger resolves, you will separately decide whether to pay 1 to draw a card. The upshot is that you can pay 0 to draw 0, pay 1 to draw 1, or pay 2 to draw 2.
