In my own language - Portuguese - dog owners are just said to be the “dog-owner” (we have a feminine and a masculine version of the word “owner” so it fits nicelly) so the English-language use of “mother” and “father” tends to instinctivelly make me think in a very similar sense as your daughter seems to be using.
My daughter says our dogs are her brother and sister. But she is not an embryo in a test tube, so it’s slightly different.
My dogs are my family, so I get her.
It doesn’t help that I pick up the little dog and carry him around telling him that he’s my little baby boy.
