If I turn of wifi and remove cellular permission and also turn of cellular data, can apps track you still?

Wish there was a Wifi/Internet permission similar to Cellular where you had to explicitly permit apps to access the internet

It stops the communication home for as long as you keep it that way. As for the tracking: data points can still be collected: the Apple location network works entirely by Bluetooth low energy for example. As soon as the app is online again it will send that collected data home and big brother can reconstruct your history.

So if you only care about real time location tracking, that’s solved. But not of you care about long term secrecy.

Yup, you are right. Phones will keep collecting data point. It will upload as soon as it gets connected. But location can still be provided near realtime via Bluetooth on newer Android and iOS devices. This will happen even if device is offline.
