Democrat behavior, where they get to be on record for supporting something but still make sure it never happens. A supermajority where nothing can happen because the governorship is inevitably a spot to put someone who wants to run for President. The most Blue MAGA state in the country.

Perhaps the votes only passed that hard because the congress was confident he would veto it anyway. If the rules changed, so would the votes, probably. Or maybe it would have not even made it to a vote.
