to be fair, the whole 9-dash line thing (as I understand it) does make it seem like the philippines have legitimate grievances with china as far as territorial waters go, but propaganda like this will probably just fuel sinophobia rather than actually address said grievances.

Yeah, obviously, but they did specify it as PRC in the English version and I don’t think anything in the Filipino version says People’s Republic preceding it.
Probably because those countries have an equivalent military strength (maybe except ROC) whereas China can crush the whole island, so the stakes are higher
