I think the idea was to take back the narrative about Ruri’s horns and spin it around against them. By publicly declaring her desire to remove her horns, mentioning the safety concern and making it a whole public event (even including the perpetrators of the rumors in it) they turn it around on them, showing she does care, is self-conscious and is actively trying to prevent any harm. It makes the topic of discussing her horns and dragon heritage in any negative light an insensitive subject, making them the bad guys if they ever decide to bring it back up again. At least that’s my understanding of it.
I think that is right, and they point out after the horns have been removed that they were starting to crack and had to come off soon anyway. So, might as well take advantage of something you were going to have to do anyway.
